On September 10, 2025, T-ALL Inspection and Dalian Inspection Testing Certification Group Co., Ltd. (hereinafter referred to as “DITC”) officially signed a strategic cooperation agreement in Dalian.The signing ceremony was attended by Wang Guohua, Deputy Party Secretary, Director, and General Manager of DITC; Lu Zhong, Director of the NQI Center; and Zang Xiaohui, Party Secretary, Director, and General Manager of the Boiler Inspection Institute under DITC. T-ALL Inspection was represented by CEO Guan Qingbin, Deputy General Manager Li Xudong, and China General Manager Liu Zhendong, who participated in the discussions and the signing ceremony.

As a leading player in the integrated quality services sector, DITC focuses on “standards, metrology, inspection & testing, and certification” as its core business. Its services fully cover all elements of the National Quality Infrastructure (NQI).DITC’s history dates back to 1946. The group was officially established in 2018 as a wholly state-owned enterprise funded by the Dalian municipal government. In 2024, it successfully completed a mixed-ownership reform. During the exchange session, Wang Guohua first delivered a speech warmly welcoming the delegation from T-ALL Inspection. He provided a detailed overview of DITC’s development history, recent business expansion, and the group’s strategic plan for the 15th Five-Year period. He emphasized that the partnership between DITC and T-ALL Inspection is a significant step toward leveraging complementary strengths and sharing resources. He expressed hope that the two parties will jointly establish research centers and collaborate across multiple areas to promote high-quality and rapid development of their businesses.Guan Qingbin expressed his gratitude for DITC’s warm reception and introduced T-ALL Inspection’s global business layout and technical strengths. He noted that DITC’s deep expertise and outstanding achievements in the NQI field are highly impressive. The discussions between the two parties sparked several cooperation opportunities. He looked forward to using this collaboration as a starting point to formally launch joint efforts, explore new markets together, and achieve mutual benefit and win-win results.

Finally, witnessed by all participants, Wang Guohua and Guan Qingbin officially signed the strategic cooperation agreement. The signing of this agreement marks the beginning of a new chapter in collaboration between DITC and T-ALL Inspection in the field of inspection, testing, and certification services, jointly promoting high-quality development across the industry.
