Empowering Industry Skills Training | A Journey to Tanzania – The Successful Conclusion of ECITB Flange Management Training by T-ALL Inspection

April 2026, T-ALL Inspection Group, entrusted by the China Petroleum Pipeline Bureau Engineering Co., Ltd. (CPP), successfully completed the ECITB Mechanical Joint Integrity (MJI) Flange Management Special Training for the East African Crude Oil Export Pipeline LOT3 section in Tanzania. This project is not only T-ALL Inspection’s second successful ECITB Flange Management Training project in Africa, but also a strong testament to the company’s significant breakthrough in the overseas skills service sector.

As a strategically important energy project, the East African Crude Oil Export Pipeline project is a joint investment between Total, CNOOC, and the governments of Tanzania and Uganda. The LOT3 section of the East African Crude Oil Export Pipeline has stringent requirements for flange connection quality and safety standards. The client clearly stipulated that onsite flange management personnel must hold ECITB-certified training certificates to be eligible for employment. T-ALL Inspection, as an ECITB-authorized Flange Management Training institution, quickly formed a dedicated team upon understanding the client's needs. Within two weeks, the company dispatched instructors across countries, prepared core equipment such as hydraulic wrenches, hydraulic stretchers, and multi-spec flange training tables, and built standard training stations, ensuring synchronization in instructors, equipment, and assessment standards.

During the training, T-ALL Inspection fully integrated the project's complex working conditions and adopted the "Theory + Practice + Certification" closed-loop training system, tailoring the teaching content. The training course was comprehensive and in-depth, covering bolt connection principles, HSE safety regulations, flange leakage diagnosis, and fastening technology under extreme conditions. Through systematic and professional training, all nine technical core trainees passed the MJI full-module assessment in one go and obtained the 24-month valid ECITB certificate, effectively preparing qualified certified flange engineers for the project and ensuring the smooth progress of subsequent project stages.

As of now, T-ALL Inspection has trained 14 ECITB-certified flange engineers in Africa. These professionals, with their solid expertise and rich practical experience, have contributed significantly to the safe and high-quality implementation of the East African Crude Oil Export Pipeline project, playing a key role in the successful progress of energy construction projects in Africa. In the future, T-ALL Inspection will continue to address client concerns regarding hazardous gas leakage, and will keep developing integrated technical solutions such as nitrogen services, helium-nitrogen leak detection, flange management, and industrial cleaning. This will help clients prevent, identify, and resolve leaks, achieving "zero leakage," and continue contributing Chinese wisdom and solutions to the safe operation of global energy infrastructure.
