On June 5, 2026, the T-ALL Inspection Group OCTG Inspection & Repair Technology Promotion and Ziyang Service Base Launch Ceremony was grandly held in Ziyang High-tech Zone.

Government leaders from the Ziyang Municipal Party Committee and Municipal Government, Ziyang High-tech Zone and other government departments; customer representatives from PetroChina Southwest Oil & Gasfield Company, CNPC Chuanqing Drilling Engineering Company Limited and other organizations; ecosystem partners including Ziyang Petroleum Steel Pipe Co., Ltd. and Baker Hughes; experts and professors from Southwest Petroleum University; together with company leaders and employees including Shen Haihong, Executive Vice President of Anton Oilfield Services Group and Chairman of T-ALL Inspection Group; Liu Guoqing, Executive Vice President of Anton Oilfield Services Group and Chairman of Anton Oilfield Technology Group; Deng Yong, Vice President of Anton Oilfield Services Group and President of Anton Oilfield Technology Group; and Guan Qingbin, CEO of T-ALL Inspection Group, gathered at the event to jointly witness this key milestone in the implementation of T-ALL Inspection’s southwest China strategy.

Located at No. 899 Chengnan Avenue, Yanjiang District, Ziyang, the T-ALL Inspection Ziyang OCTG Inspection & Repair Service Base was established based on the strong shared commitment of customers and T-ALL Inspection to green and low-carbon development, as well as their firm action toward China’s “dual carbon” goals. It represents a strategic deployment of the company’s recycled tubular inspection and repair product line in Southwest China.
Backed by more than 20 years of technical expertise within the Group and equipped with industry-leading intelligent production lines, the base is committed to providing efficient and reliable OCTG integrity solutions for oil and gas customers in Southwest China and across the country. After commissioning, the base will have an annual service capacity of 90,000 pieces of tubing, equivalent to reducing carbon emissions by approximately 18,000 tons per year and planting around one million trees.
In his speech, Shen Haihong, Executive Vice President of Anton Oilfield Services Group and Chairman of T-ALL Inspection Group, extended a warm welcome and sincere gratitude to all leaders and guests attending the ceremony. He also elaborated on the three core values that the Ziyang Service Base will create:
Carbon reduction value for protecting green development: T-ALL Inspection replaces new steel smelting with the repair and reuse of old tubulars, significantly reducing industrial carbon emissions. This is T-ALL Inspection’s contribution to the “dual carbon” goals, as well as its solemn commitment to green development and ecological protection.
Social value for empowering local development: T-ALL Inspection will establish advanced asset integrity management capabilities in Ziyang, integrating artificial intelligence with intelligent manufacturing production lines to build an industry-leading benchmark for smart inspection. This will not only promote technological upgrading across the industry, but also bring tangible social contributions to the local area, including creating jobs, driving coordinated development across the industrial chain and generating sustainable economic benefits.

Tang Wen, Vice Chairman of the Ziyang Municipal Committee of the Chinese People’s Political Consultative Conference, stated in his speech that Ziyang is located in the heart of the Chengdu-Chongqing Economic Circle. With a rich cultural heritage and abundant oil and gas resources in the Sichuan-Chongqing region, Ziyang has one of the leading natural gas resource reserves in China, as well as a strong energy industry foundation and a favorable business environment.
He highly praised T-ALL Inspection’s strategic vision in choosing Ziyang and establishing its presence in the High-tech Zone. He noted that, with “green manufacturing” as its core concept, the base not only provides solid support for oil and gas fields to reduce costs and improve efficiency, but also takes concrete action to implement the “dual carbon” strategy. He further emphasized that Ziyang will continue to optimize its business environment and strengthen resource support, warmly welcoming Anton Group, T-ALL Inspection and ecosystem partners to further increase investment in Ziyang and jointly build a green, low-carbon, intelligent and efficient oil and gas services industrial cluster.

During the technical promotion session, Guan Qingbin, CEO of T-ALL Inspection Group, gave a detailed introduction to the development history of T-ALL Inspection Group and its three core technical service systems: OCTG(Oil Country Tubular Goods) Integrated Services, Testing, Inspection & Certification Services, and Asset Integrity Management Services.
He also focused on the short-, medium- and long-term planning of the Ziyang OCTG Inspection & Repair Service Base. He emphasized that the Group will fully empower the entire inspection value chain with AI, while deeply practicing the concept of green and low-carbon development. T-ALL Inspection will continue to build an energy asset integrity management platform that is leading in scale in China and internationally competitive, providing full-lifecycle asset safety and compliance assurance for the industry.

Afterwards, the guests visited the intelligent production lines of the Ziyang Service Base and gained an in-depth understanding of the full process of recycled tubing inspection and repair. They observed the practical application of advanced technologies such as AI visual recognition and real-time online diagnosis, and spoke highly of the base’s innovative practices in green manufacturing. Many guests noted that T-ALL Inspection’s low-carbon repair model not only reduces the overall cost of oilfield operations, but also effectively lowers the environmental footprint, making it a strong example of high-quality development in the oil and gas industry.

The official launch of the Ziyang OCTG Inspection & Repair Service Base marks a key step for T-ALL Inspection Group in deepening its presence in Southwest China and serving customers nationwide. It is also a vivid demonstration of how the oil and gas testing and inspection industry is driving transformation and upgrading through “green and low-carbon development + AI empowerment.”
