Empowering Industry Skills Training | Into Africa — T-ALL Inspection Successfully Concludes Its 3rd Offline ECITB Flange Management Training in Uganda

On December 27, 2025, at the invitation of China Petroleum Pipeline Engineering Co., Ltd. (CPP), the EPC contractor of the East Africa Crude Oil Export Pipeline (EACOP) project, T-ALL Inspection Group successfully completed the ECITB Mechanical Joint Integrity (MJI) Flange Management Training at the MC-PS1 Base in Uganda.

The project is jointly invested by TotalEnergies, CNOOC, and joint venture companies established by the governments of Uganda and Tanzania. Facing the high standards and stringent requirements for flange operations on this cross-border energy corridor, CPP Uganda clearly stipulated that all on-site flange management personnel must be ECITB MJI certified.

As an ECITB-authorized Flange Management training provider, T-ALL Inspection received a formal invitation from CPP Uganda to deliver the first batch of personnel certification, proactively reserving a pool of “certified flange engineers” for surface engineering works in the Uganda block.

Multiple technical specialists from CPP participated in the training, gaining solid theoretical knowledge and strong practical skills. All trainees successfully passed the full MJI module assessments (MJI 01 / 10 / 11 / 18 / 19 / 20), including both written and practical examinations, and obtained ECITB certificates valid for 24 months.

CPP Invitation, T-ALL’s Rapid Overseas Response

Upon receiving the request from CPP Uganda, T-ALL Inspection Group immediately formed a dedicated overseas task force. Within just two weeks, the team completed the deployment of ECITB-authorized instructors, as well as the organization and mobilization of training equipment including hydraulic torque wrenches, hydraulic bolt tensioners, and flange training rigs.
The simultaneous readiness of tools, standards, and examiners laid a solid foundation for the smooth implementation of the training program.

Unchanged Standards, Upgraded Training Scenario

This training program adopted the mature system developed at T-ALL Inspection’s Suining Base, following a closed-loop teaching model of “theory + practice + certification.” The course content covered multiple key areas:

1. Bolted Joint Technology Fundamentals:Torque and tension equations based on ECITB MJI technical manuals, and the impact of lubrication on bolt preload.

2. Safety Standards:ECITB health and safety operating procedures, including HSE risk control and sealing integrity risk assessment.

3. Failure Diagnosis:Common causes of flange leakage (such as incorrect gasket selection, improper tightening procedures, and torque deviation) and corresponding preventive measures.

4. ECITB Technical Alignment:Tiered tightening methods and bolt load uniformity control requirements under the MJI standards.

During the practical assessment, trainees carried out a series of operations on the flange training rigs, including gasket selection, torque calculation, tool calibration, and staged symmetrical tightening. Witnessed by client representatives, all trainees passed the sealing tests on their first attempt, fully demonstrating the effectiveness of the training.
